The text of the budget bill introduces significant measures in the public education sector, with an expected reduction in staffing levels that provokes complaints from the opposition and trade union representatives. According to what was reported by RaiNews, the accounting measures define an overall reorganization of roles for school staff in the coming years.

Specifically, article sixty-six of the provision establishes a reduction of 4,925 units in the staffing for school autonomy and 2,049 positions for administrative, technical, and auxiliary staff. The total cuts will lead to savings estimated at 83.9 million euros in 2027, destined to reach nearly 252 million annually starting from 2028.

In parallel, the budget package remodels the financial management of early childhood services through article one hundred and twenty-one. In light of the demographic decline, the new mechanism allocates surplus resources starting in 2027, still ensuring the threshold of thirty-three percent territorial coverage for nursery schools with overall lower allocations compared to those previously programmed.

On the healthcare front, the dispute remains regarding payback between 2019 and 2023 for medical technology suppliers. Despite raising the purchasing ceiling to 4.7 percent from 2027, industrial associations contest the burden imposed on businesses, while the generic medicines sector points out manufacturing risks connected to the paybacks.
