Ukrainian presidency: priority to a trilateral meeting over phone contacts with Moscow
The Office of the President of Ukraine has clarified its stance on hypothetical contacts with the Kremlin, reiterating the necessity of a direct trilateral summit between leaders. According to the presidency, simple phone calls or isolated invitations do not allow reaching concrete agreements and adequate guarantees on key issues.

The Office of the President of Ukraine believes that proposals regarding possible telephone talks or invitations to Moscow represent an attempt by the Kremlin to evade a trilateral summit. The Ukrainian presidency's position was outlined by Dmytro Lytvyn, advisor to the head of state, when asked directly by the publication Ukrainska Pravda.
The clarification came in response to a question from the newspaper concerning the possibility of a phone call with the Russian leadership, following the contacts that took place on October twenty-seventh between Moscow, the Finnish presidency, and the head of the Norwegian government. Kyiv reiterated the need to address key dossiers directly.
According to Lytvyn, the Russian side has once again proposed the telephone option or an invitation to the Russian capital in order to avoid the trilateral level. The advisor emphasized that crucial issues must be handled at the highest level, but through a genuine meeting suitable for ensuring in-depth discussions, stable agreements, and adequate safeguards.
In the same informational context, the Kremlin has expressed openness to dialogue with other international representatives, including the institutional leaders of France and Germany. However, no specific openness regarding a direct phone call with the Ukrainian presidency has emerged from Moscow's official sources, maintaining a line described as elusive.
