According to reports from RTSH, the Albanian government has approved a decree to establish a “special electronic register” for individuals involved in violent acts during protests and public demonstrations. Managed by the General Directorate of State Police, the tool aims to document individuals responsible for aggressive conduct against people or property.

The register will contain primary data, such as a unique identifier and procedural history, and secondary information on identity and restrictive measures from the ADAM system. It will thus provide a detailed framework for checks by competent authorities, linking the information to the National Civil Status Register for precise identification.

New powers are attributed to the Border and Migration Police. It will have limited access to the database and will be able to deny exit from the country to individuals involved in violent acts, even without a judicial order. Albanian authorities will also notify their counterparts in the traveler's destination countries regarding their inclusion in the register.

The State Police will also inform private entities, such as accommodation facilities, about individuals reported to the prosecutor's office for violent conduct. Data will be re-examined within 30 days of registration; if the prosecutor's office does not initiate or archives the proceeding, personal information will be removed from the register to protect privacy.
