The preliminary investigation judge (GIP) of Milan, Tiziana Landoni, released Youssef Siher, not validating the arrest. Siher was accused of incitement to commit a crime aggravated by terrorist purposes and violent participation in public demonstrations, linked to the “Movimento 17 ottobre” created on social media. As reported by RaiNews, no precautionary measures were adopted, even though the Public Prosecutor’s Office had requested custody in prison.

In her order, the GIP justified the absence of “serious evidence of guilt” for Siher, both in relation to the accusations and to the precautionary needs. The judge specified that his posts did not foresee violent actions, nor did they evoke the serious violence of the processions on October 17 and 18, 2026, as a model of protest.

Landoni also excluded that Siher had promoted a group for violent acts or damage during the October 24 demonstration, emulating previous events. On October 27, Siher did not answer the interrogation before the GIP at San Vittore prison, during the validation hearing.

The President of the Council, Giorgia Meloni, harshly criticized the GIP’s decision. She called the non-validation of the arrest “disgraceful” and an “unbearable mortification” of the work of law enforcement and investigators. Meloni expressed doubts about the State’s ability to protect citizens.
