The draft budget bill for 2027 and for the 2027-2029 three-year period has received the authorization of the President of the Republic Sergio Mattarella and has reached the Presidency of the Chamber of Deputies. As reported by RaiNews, the definitive text contains 157 articles and was transmitted after the stamping by the State General Accounting Office, marking the formal start of the parliamentary process for the definitive approval of the budget measure.

On the tax front, the measure provides for the extension of the second Irpef rate to 33%, with the threshold raised from 50 thousand to 55 thousand euros in 2027, with an estimated impact on 3.2 million taxpayers. For self-employed workers, the flat tax is confirmed up to 100 thousand euros, establishing the obligation to apply VAT for amounts exceeding 85 thousand euros.

The financial coverage relies on a significant contribution from banks and insurance companies, called upon to pay 5.8 billion in 2027 through Ires surcharges, Irap modifications, and the increase in the Tobin Tax. In addition, an increase of five points in the Irap is established for energy companies, along with the launch of a fifth weekly draw for Lotto and SuperEnalotto on Wednesday.

The package allocates 2.4 billion per year for healthcare, together with social security measures that limit full inflation indexation for higher pensions. The Ape sociale, the First Home Mortgage Fund up to 2029, and the 21% flat-rate tax (cedolare secca) for commercial properties up to two hundred square meters, reduced to 10% in metropolitan cities, are confirmed.
