The Meloni government's fifth budget law, with an initial value of 23.5 billion euros, is expected today in the Council of Ministers for its approval. The text arrives after intense negotiations and a synthesis effort by the Ministry of Economy and Finance (Mef) to reconcile limited resources and the majority's requests, as reported by RaiNews.

Key measures include a fiscal package for young people (mini-Irpef for under 30s and flat tax for newly hired under 35s) and a one-billion fund for early retirement, with a probable implementation postponement. Furthermore, the maneuver provides for the tax exemption of thirteenth-month salaries for low incomes and the extension of the car tax freeze for family vans.

Regarding funding, the Minister of Economy Giancarlo Giorgetti has confirmed the conclusion of negotiations with the European Commission on flexibility margins for energy spending. The Mef is still seeking resources for the Irpef cut, a measure supported by Forza Italia and Prime Minister Giorgia Meloni for the middle class, a point still to be defined.

An open question is the contribution requested from the banking sector. Despite an internal agreement within the majority, negotiations with credit institutions are tense, with the probable exclusion of local banks and an expansion of the scope of contributors. Once today's Council of Ministers (Cdm) is concluded, the maneuver will begin its parliamentary process in the coming weeks.
